I have tried running Premiere in OpenCL and CUDA modes and it happened in both. I also thought this might be related to other applications on the system (such as Chrome) but I have been able to reproduce the timeline refresh issue with only Premiere running. Yesterday I was working in After Effects and Premiere for a couple hours and it didn't happen at all. This weekend I had it a couple times, and sometimes quitting Premiere and relaunching fixes it, something I have to relaunch two or three times before it goes away. Last week it was terrible, I couldn't even work. I have been cutting my current project in CC15 since it is pretty loose on the deadline side so I can afford to guinea-pig on this bug a bit, and I cannot figure out what the heck is causing this behavior.
